When I was working as a DA civilian after retirement, I went TDY to DC for a few days to attend a conference. I had a rental car. It was on a weekend in May 83. I immediately got lost but found my way back to Arlington where my motel was. On Monday I wanted to see Arlington National Cemetary and didn't want to take the organized tours. A friend was stationed at Ft Myer and told me to take my rental car through the Ft Myer (Old Guard) gate into the cemetary. It worked out great. I had a map and did my own tour. As for the Wall, I parked nearby on a Sunday and walked a few blocks to the Wall, and then around the White House. I was going to recommend to the Chamber of Commerce that they try and get the HOV lanes inside the city reserved for tourist and/or slow traffic on the weekends. I found in DC, it's everyone for themselves when it comes to driving. The best scenic routes are the ones you get lost in. I saw things I wouldn't have seen if I hadn't got lost. I also found a small cemetary in the city that contained the graves of soldiers killed during the civil war and Indian wars. A few were Medal of Honor receipents. I couldn't find that cemetary today if I had to. I guess people tend to stay in National City motels when they go to DC, but there are a lot in Arlington as well. As for the Pentagon, another place to get lost in for sure and you have four star generals telling you how to find your way around.
