Before NavAir Sys Command HQ moved from Crystal City, across from the Pentagon, to Pax River Md a few years ago, I did have to make a lot of trips to the Arlington area.
I suspect things have changed some but do not leave the Washington Metro train lines out of your equations for planning your trip logistics there. It served me well when I did not have my POV or rental car. And many times I used it even though I had my POV or rental. I could fly into National, take the Blue line Metro to Crystal City or the Pentagon area for hotel room and then get around most of the DC area using the Metro trains.
The one time I mustered enough courage to visit the Wall, two other guys and I took the Blue line Metro from Crystal City to either the Foggy Bottom or Smithsonian station and walked a block or two to the Wall. The Blue line also has a station at the Arlington Cemetary and the Pentagon.
Remember, parking in DC area, many times during tourist season, can be at a premium and difficult to find.

The Vietnam Memorial is open each day, except for Christmas Day from 8 a.m. to 11:45 p.m. The Vietnam Veterans Memorial is located on the National Mall near the Lincoln Memorial. Since the structure is below ground level, visitors won't be able to see it until upon it. Bikes and inline skates are not permitted along the two walls of the Vietnam Veterans Memorial. As in many major cities, parking can be a nightmare and Washington D.C. is no exception. Visitors to the National Mall and Vietnam Veterans Memorial can ride several different Metro routes. The Smithsonian Institution Metro station will place visitors right on the National Mall. Visitors can also park at the Washington Monument and the Jefferson Memorial.
