CORDS combined CIA, State Dept-related elements, and military elements under one honcho, who for a time as William Colby, later head of CIA. The Phoenix program was under CORDS for awhile, but the US turned the program over to VN fairly quickly. The Military Advisor system was also under CORDS; I was in Vinh Long in 69-70 as a MAT advisor. There were also a number of civilian advisors, mostly hired by State or its agencies. I don't recall Sgt. Major Palgi, but if he worked with the police, I might not have met him. Also, he died soon after I arrived in Vinh Long province, and I was based in a village south of the city.
