Justin,

From what little I know about Binh Thuy, Binh Thuy at one time or another, had US Army, US Air Force, US Navy there and was turned over to the Vietnamese Air Force.  Now who had overall authority for all or for what parts at what times, I can not help with.  You will have to find someone stationed at Bunh Thuy at that time.  Or, I am not sure if the Navy part was called a Navy base or whether it was a Navy  detachment assigned there with the overall base being under the Air Force or Army control?

I am sure DOD is aware of Binh Thuy, I suspect you are dealing with one misinformed government employee.  

Ask them to explain the Christmas Banner in the picture below, if the Navy was not at Binh Thuy.
